Excessivo water expenditure

In many places the water is excessively spent and the animals of the riverrun out of water and therefore some die. I want to try to get people to spend less water and try not to kill many animals. That many animals do not die in the rivers because they also have a heart and a soul. We could make the animals I don't know go extinct so fast.
